Austin Peay State University (APSU) introduced the Volunteer Income Tax Assistance (VITA) program in Spring 2017 as an experiential learning opportunity for students. Initially offered as a special topics elective, the program became a formal course, Tax Practicum (ACCT 4311), in 2022. Through a partnership with United Way of Greater Nashville, APSU shifted to a virtual VITA model in 2021, significantly expanding its reach and impact.
Before the partnership with United Way, APSU’s VITA program faced challenges in balancing in-person tax preparation services with faculty responsibilities and student training. The COVID-19 pandemic in 2020 further complicated operations, leading to the temporary shutdown of the in-person VITA site. This disruption underscored the need for a more sustainable and accessible model.
In response, APSU collaborated with United Way of Greater Nashville and transitioned to a virtual tax site in 2021 using the GetYourRefund platform. This allowed students to continue providing tax preparation services while improving efficiency and accessibility for taxpayers. Students were trained using IRS Link & Learn and VITAresources.net, completing certification before preparing returns under faculty supervision
Implementation
- Students commit to the course in the fall and undergo structured IRS training over winter break.
- Weekly in-person meetings finalize training, ensuring all students complete IRS certification.
- By February 1st, the virtual tax site launches, enabling students to prepare tax returns remotely.
- Each return undergoes a quality review by faculty before electronic submission to the IRS.
- Graduate assistants provide final client walkthroughs and assist with the e-filing process.
Impact
- 9 Years of VITA Participation: Since its launch, APSU has built a strong tax education program.
- 140+ Students Trained: Many have pursued careers in taxation, securing internships and full-time positions in public accounting, private industry, and government.
- 150–220 Returns Prepared Annually: The shift to virtual operations has increased efficiency and client accessibility.
- Community Impact: APSU’s VITA site has helped low-income families, single parents, and non-English-speaking taxpayers maximize their returns and claim critical tax credits.
Student & Community Success Stories
Many students enter the program with little tax experience and graduate with practical skills that enhance their employability. Former VITA students have gone on to earn CPA licenses and pursue careers in tax and finance. Employers recognize their technical competence, problem-solving skills, and ability to communicate complex tax concepts.
One particularly impactful client success story involved a single mother who was unaware she qualified for the Earned Income Tax Credit (EITC). She was overcome with gratitude upon learning she would receive a much-needed refund. Additionally, bilingual students have played a crucial role in bridging language barriers, ensuring Spanish-speaking taxpayers fully understand their tax filings.
APSU’s VITA program is a model for integrating service-learning with professional training. By transitioning to a virtual platform, APSU has increased its capacity to serve the community while providing students with hands-on tax preparation experience. The program continues to grow, shaping future tax professionals and making a tangible difference in the lives of local taxpayers.
